Request Developer Access
Developer access is a subscription based role that is FREE as long
as your sales for any give month remain less than $25.00 USD

You must have a PayPal account for developer access and to sell products in the market as sales for products you sell in the market are paid to you via PayPal.
The developer access role is $20.00 USD per month billed at the start of the month for any previous month that reached $25.00 or more in sales and is done via PayPal invoicing. However, you will not be sent an invoice unless you had a minimum of $25.00 USD of sales during the previous month.
If your market sales reach a point where your receiving an invoice every month, then you may switch over to a PayPal Subscription. You will be able to switch to a subscription at any time in your My Market section under settings. The difference between Invoicing and Subscriptions is that invoices are only sent when you have had a minimum of $25.00 USD of sales during the previous month. Subscriptions on the other hand are $20 per month regardless of what your sales were. So it is best to keep invoicing until your market sales reach a point where a subscription would make more sense.
