"Hover" color in general.css

Hello all... I've changed some colors in the homepage's header (general.css). All good EXCEPT one semicircle in the join/login box... I can change the "Active" color but I don't see a way to change the "hover" color... See attached JPG... I can change that semicircle color (now in green for the sake of clarity) in line 222 of general.css (originally from the EVO template). Yet, the HOVER color always stays the same... I thought I had found the problem on line 179, when it said "active" while it seemed that it should say "hover" instead, but that didn't change anything... There are also lines 186 - 188 which don't seem to do anything... Anyway, has anyone come across this issue and found a way to change the HOVER color for that semicircle in the Join/Login box...?
