"Top" vs "Leading"

Can someone please explain the difference between "top" and "leading" elements, such as members?

Anyone?? We have "top" members and "leading" members, why?

We also have "top" videos and "popular" pictures/videos/sounds. I guess one is based on votes and the other page views?

Am I the only one who doesn't understand this?

Yes you are correct.  Top is determined by the number of votes, leading is determined by the number of views.
