./inc/header.inc.php

I'm starting a fresh installation on windows. Can't be certain why im getting this error .

Yes the inc file is writable. its on 777

No their isn't should I make one? Their is no \inc\header.inc.php

That file is created when dolphin is installed. Which means dolphin did not install correctly.

The inc folder must be able to be written to by the web server, as well as tons of other folders for dolphin to install correctly.
