2 Errors Site and Forum page

When i try to add a website in the SITE page and press the save i get :

Warning: curl_setopt() [function.curl-setopt]: CURLOPT_FOLLOWLOCATION cannot be activated when in safe_mode or an open_basedir is set in /home/toottii/public_html/inc/utils.inc.php on line 895

Second problem i have in the SUBMIT button on the forum does not work when i press it to send a new topic, nothing happens in the page (seem no link) while when i press the Cancel it cancel the page

Go into your Admin Panel >Tools>Host Tools and Check Permissions and Host Params to make sure everything is what is should be. Especially Safe Mode in Host Params.

On the Permmision all current level is the same as Desired level and on the on the Host Params all the Value are the same as recommended

so where could it be the problem then
