404 Error with Forums and Chat

We are getting 404 errors for the forums and the chat when installing through the administration interface. Even tried going through and installing 7.08 completely fresh and still have the errors.

Note: We are using amazon web services through chef recipes to deploy our dolphin install but even going through all the install procedures we are still having the same errors with the forums and chat.

Are you encountering 404 errors in other parts of the script (e.g., profiles, blogs, pages, etc.)?  Dolphin requires mod_rewrite (or another web server that can interpret mod_rewrite rules) to some extent, but permalinks can be disabled from Administration -> Settings -> Permalinks.

I disabled permalinks for everything but even when I click Orca forum under modules in the administration it is linking to /forum and gives me a 404 error.
