7.31 Unable to remove Template

Tried to remove a third party Template after upgrading to 7.3 because it was throwing an error. I first received a FTP password error. ( never used FTP in Admin before) After fixing password in Admin/General to match FTP credentials received error message "Cannot remove package" 

In addition, I am trying to uninstall some modules which need updating. Some state that they are successfully uninstalled but still show up in the installed module section. Some state that they cannot be removed.

I am confused.... who's in control anyway? Surely not me. LOL  Any ideas what maybe the issue?

Uninstalling a template is as easy as making sure you don't have that template set as default and simply deleting it from the template folders.

As for a module being listed as installed when it is not, the uninstall did not complete, something prevented it from removing it from the database list of installed modules.

yes able to uninstall templates through Cpanel file manager and then clear cache.Template disappeared

Should have been just as easy through Admin/settings/Templates

Wonder if I delete module from database in sys_module would it also be removed from installed modules in admin.
