Admin Change Avatar

Is it possible for the admin to change or delete a user's avatar?

I created a "Moderator" in the Membership Levels Settings that is allowed to Delete or Edit Any Avatar.  I can't figure out how to do this, though.  Can anyone help?

It's not possible using an unmodified installation. However, with Deanos Tools, you can login as another member from within the administration panel and, among other things, change their avatar. It's a free module available in the market.
