Admin manual member add, any update on this?

This is the only thread (old) I can find on the topic.  I have a situation where a municipality wants to secure several different variations on the city's name.  They aren't going to create 15 e-mail accounts, as Dolphin requires a unique e-mail address to register an account.  Is there a way yet to manually add all of the accounts for them?  Mayb do it through the DB?

Just messed with this a little.  You can add names through the database, and thereby prevent other people from eventually registering them.  I'll add this to the list of modules we need to create for D7.
