After my site migration from one server to another, all new users now are granted admin access. Checking the database their user level is set to 1 but they are able to access everything as an admin. Is there any way to make this not happen for obvious reasons? |

No. It's not normal.
First, clean the cache directory.
If that does not fix it, check to see if their membership level is at the default (Standard User)
If they are then check the Standard User permissions to make sure no admin only permissions are turned on for the standard user level.

Yes, it is set to standard user in the database. I have cleared the cached files, db sessions, and even removed all users and started over. I don't know which files to check to see what dictates a member's starting permissions, i.e. level 1, 2, 3, etc. In the backend, both admin and the user shows as Standard with no special permissions granted, but in the database admin is 3 and the user is 1. |
3 is proper for admin and 1 is correct for users, and yes, both admin and members are standard members. The 3 is admin and grants elevated permission.
So go to admin->Settings->Membership Levels. Click on Standard and check all items listed.
Actions of 'Standard' membership levels. Grayed out items the standard member should not be able to do.If all items appear to be enabled than that would be the problem.

Already done. Standard has very limited permissions yet they can still access admin functions. |
Well. I am at a loss. This is weird.
Ok. You said you moved the site to a different server. How are you clearing the cache?
Do it manually via FTP or from cpanals file manager.
Make sure to empty cache, cache_public and the tmp folders except for any .htaccess file they contain. Also make sure all 3 of those folders are writable.
Other than that, i do not know what else to check.

I don't trust the link in the admin area to do it, so I always clear out the caches manually. All those 3 folders are now empty. And yes, it's seriously stumping me too. I've had to start from scratch a few times already, and it's very frustrating that these tiny little things happen and nobody knows why.
Hopefully 5 times a charm when it comes to uninstalling and reinstalling.
