Auto Popup of Tips on Signup Page

On the sign up page, I want to change the float_info to an automatic pop up of the tips when a respective cell is selected.

For example, when the keyboard cursor is moved to "First name:" cell, "Enter your first name" should show up without moving the mouse over the exclamation point.

Is it possible?

I know about this one, but honestly, it is greatly flawed, and I don't think such a simple function should cost $25.

Anyway, thanks for the link. I have resolved the problem by myself with less than 20 lines of javascript.
