Avatar/Profile Photo mixup on Join

Since 7.0.1, when a member joins and submits a photo, that photo no longer becomes their avatar.  Instead the photo appears as a Profile Photo with the title of "Avatar."  Any ideas on why this is and how to fix it?  I want to require an avatar photo on join that does not get added to a person's profile photos.  I had 7.0 set up to do that.  Very Important.  Thanks.
