Ban, Suspend, Adsense, Lists and Loopholes

many posts on the subject of the Ban command seem to indicate that after "Ban"ning a member they are unbanned the following day.

I seem to be having that same experience.

I want to be able to remove a member AND not allow them to rejoin with the same email (and give me the ability to keep track of who i have removed).  

It seems that suspend can be undone by the members themselves? (so this is not the answer)

I am an adsense publisher and as such adsense requires you to maintain a list of "banned" members that post to your site and violate the adsense "family friendly" guidelines.

Is Dolphin 7.1 able to comply with the adsense requirements of keeping track of members that have been "kicked off" of my site?

I would suggest to get StopForumSpam key and enter it in Admin panel > Tools > Antispam tools > Settings.

Then if you click on "Delete Spammer" in Admin panel > Members, the spammer will be reported in the shared database, next time user will try to join with the same IP, username or email - this attempt will be rejected on your site, or any other Dolphin based site and many other scripts.
