Blocks and navigation issues

When you open the builders navigation  the menus are total srewed up from place. This is every time when you open the builders. This is also happen to the blocks builders.  I had this already into version 7.0 
I use both opera and Firefox browsers.  Both give the same results.

So every time you need to make a change, you need to rearrange all the items and blocks again. This is very frustrated. Is this a bug or a server related problem.?

Same to me i use Chrome, only in ie is OK
