I went to work on my site and went the homepage loaded the second column is all over lapping into the first column ... I have attached 2 screen shots to know what I mean. The first is the gap where it is missing on the right and side. The second image shows how everything from the right side has been. What has happened??? It's just the homepage. So far everything else seems to be fine ...

Oh and I cleared my cache in both the FTP and my web browser ... I even tried opening it up in Chrome too

Everything looks fine to me. What web browser (and version) are you using?
I do see some link errors, though.

Everything is now working. I don't know what changed. I was using Firefox. I cleared all cache everywhere and then tried it again in both Firefox and Chrome and it still didn't work. A few minutes ago it started to work again. I don't know ... weird ....
There will be link errors. The site isn't available to members yet. I'm just messing around with wording and all that before we launch the D7 version to the members.

It seems you're using a mix of different URI structures. Are you having issues with mod_rewrite?

Bingo. That method uses mod_rewrite, which is why it isn't working correctly.
Try this: http://d7.backroomgaming.com/viewPage.php?ID=promotions - you can find the actual page link via this method, if you are having problems. This is what Dolphin uses when working with mod_rewrite to display things as /page/page.

Unless you have any custom edits done, just upload the .htaccess file from the Zip file and upload it to the root of your installation. If you're having issues with mod_rewrite working, try contacting your web hosting provider. Mod_rewrite is disabled by default with Apache, so there is a possibility your web hosting provider (or yourself, if this is a dedicated server) hasn't enabled it.
