Cannot modify email templates

Hi all every time i try to modify the email templates in the admin panel my changes are not saved any advice?

Permissions would be my guess  .....

n/a  .....

edit html or text not both...editing both will not let it save

which file do I need to to change the permission on ?

I still don't understand how Dolphin decides which to send out - is there a setting somewhere?  I would rather just send out plain text messages.

Try different browsers  .....  No browser is consistent across the entire installation  ..... 

FireFox seems to be the most stable for dolphin admin  .....

I an still unable to edit templates any advice ?? trying both browsers no  luck..
