Chat in pop up window

I have followed all the advice I can find here and I still cannot get the chat to open in a pop up window.  I have done the builders to nav to chat and check the new button.  I have also cleared the cache before and after with no results.  Suggestions?

Did you clear your cache on your computer?

I have cleared the caches online and on my computer.  Has me stumped.
