Based on my experience you can disable cupid (if your site is not a dating site). cmd is what you need to have. You may be able to live with out notify (it notifies your members, i believe).

If you want to set up cron and using windows, read Detailed Installation Instruction and create files as mentioned with command string in it and then use Schedule Task to schedule a cron job.

Once you create schedule task with allowed minimum recurring time, you can open each and do following to exact time you want to run your task

Properties --> Schedule (TAB) ---> Advanced

Make your choice of setting or as directed in the instruction.
