Custom Membership Level Oddness

I created a custom membership level and all is good. I changed it's permissions and it sees what it should.

I added another custom membership level. I changed all it's permissions and it sees ... no wait? For some reason it can't see some of the blocks in Events even though it has every box ticked for the permissions.

If I change the user back to the first custom level it seems them. Put it back to the higher level they vanish. Is there some issue with multiple custom membership levels and the Events module?

I'm confused.

Upcoming Public Events ... but it does show the Map.

If I choose "Upcoming" from the drop down menu it shows them.

There is a difference. The block on the Events main page only shows the subset of upcoming events that have view permission set to 'public'. This however does not explain why the block is not showing. At least it should show as empty. Further investigation of your site would be required to detect the underlying cause.
