D7 New Install

I have just updated my server to a VPS and I have done a new install of D7.

I am getting the following when trying to upload my Avatar:

Permissions, permissions, permissions...... check all your permissions.

I have checked the permissions (Dolphin recommended) and unless there is something I am missing....

Do you have any suggestions..
