Delay for Popup window on profile mouse over

When we do a mouse over on an avatar of a profile .. a pop window appears after a certain time delay.

Is there a place where we can change this ? I thought it was in HOST TOOLS but guess not.. :/

admin --> Settings --> Advanced Settings --> Profiles --> Timeout before displaying profile info(in seconds):

Host tools is just to find the server settings.
