Deleting a Block

I have some Blocks that are inactive, but I can't see how I can delete them permanently from Admin since I am not using them anymore. 

Is there a way I can delete them from the database using myPHP ?

I'd appreciate your input. Thanks.

Oh course they can. However if they are default blocks that were included with dolphin then they should remain even if they are not being used(And since they can't be deleted i suspect they are default blocks).

Removal could complicate upgrades of dolphin if the upgrade tries to update something that is no longer there.

Doing stuff like that is one of the reasons some people run into problems with dolphin upgrades. Not the only reason, but why create possible future problems when it can be prevented.
