Do I need a remote server?

I just downloaded Dolphin. Will I be able to install it on my computer and be able to build my site without a remote server until I decide to go live?

sure.  when you're ready to go live, zip up and mover your directory over to live server, backup and restore database, and make any edits to inc/header.inc.php that you need to make.

assuming you have php, a web server, and mysql running on your local box....

yeah buddy. If you hunt down the instructions on installing WAMP server, that will allow you to run your Dolphin site locally (and any other sites too) before you want to go live.
