Those options disable the feeds that display throughout the administration panel (e.g., BoonEx news, modules, languages, etc.).
The footer at the bottom of the page isn't controlled by a setting. You can remove it by editing the related template file.

I was dealing with an unstable network last night. I'll post a how-to for those problems after the jump (read: give me a few minutes).
Edit: Navigate to your database -> sys_admin_dashboard and delete the following entries:
- sys_licenses_unlim
- sys_licenses_prime
- sys_licenses_primium
- sys_info (ignore my lack of order here)
Empty the cache directories after you're done (except for the .htaccess file in /cache/) and have a nice day.

I did of course change the 7.0.8 in the header inc file but i have run into issues trying to add is it possible these deletions could be the issue? Any help would be greatly appreciated.............

If I'm not mistaken, that is not an image ... it is text, so you probably tried to replace the 7 with an 8 and ended up adding the 8 without removing the 7. Open up header.inc and search for "7.0.8.7". There is no way the script can make this change because this text is supposed to be edited manually.
