Edit the Logo link url

Is there a good way to edit the Logo link url?

 can you provide a screen shot of what you are referring to as the logo, and where is it is going now that you need to change. if its the same thing i am thinking of, when using a splash page or landing page, the logo or masthead as some call it, was just going to /index.php and we had to tweak it so it would load /index.html

and from the best of my recollection without going to look, that is in /inc/design.inc.php
