Email my members?

In D6 admin can email all members on the main admin view of members . In D7 that function is not there how can I send a message to all members of my site?

Admin Dashboard > Tools > Mass Mailer ;)

Tho, I'd like to make it mandatory for all of the members of my site to get my mass mailings and not give them the option at all if they want to get it or not..

Anyone know of a way I can override this? lol
