Enable HTML in comments?

Anyone know how to enable Dolphin to accept HTML in the profile comments? I know it can display HTML because I put an HTML comment in the DB manually via PHPMyAdmin and it displays fine on the user profile.

But when I add that same HTML to the profile via the comment form it strips it completely. Is there a setting or do I have to hack this too? :)

OK nevermind I got this working.

Now does anyone know how to limit comments to friends only?
