Error Database connect failed

Hello 

Some times when i open the site i get this error on all pages and in a few while it goes away and i can open my pages.

Fatal error: Call to a member function getRow() on a non-object in /home/toottii/public_html/inc/utils.inc.php on line 437

and i get several emails in my inbox:

The database can't be reached - if this is a dedicated/VPS server, make sure max_connections in my.cnf is high enough to support a site of your size. If you don't mind, I can take a look and make any needed adjustments for you.

 it is a VPS server please how can you help
