Error Showing Up after I Clear my Cache in Admin

I'm getting the following error on my site after I clear my cache in admin:

Warning: curl_setopt() [function.curl-setopt]: CURLOPT_FOLLOWLOCATION cannot be activated when safe_mode is enabled or an open_basedir is set in /home/ustillup/public_html/inc/utils.inc.php on line 1053

Does anybody have any ideas on what this means and how it can be resolved?  Thanks.

Something must have changed with your host. The message tells you what is wrong.

1) Either safe mode is on. Should be off

or

2) There are open_basedir restrictions in place.

These are both PHP settings.


If your running dolphin 7.0.9 then go into admin->tools->host tools and see if all the tests pass.
