Error message when registration

How do I get this error fixed. No one can be able to log on to my website.

Is your site a upgrade from a previous version, or a new install?

That missing function it is complaining about is normally in the inc folder in utils.inc.php. Appears the file is damaged, missing or of the wrong version.

It is common during upgrades to have wrong versions after a upgrade of all files in the inc folder caused by a improper reversal of permissions when it was first installed. You may want to re-upload all of the files in the inc folder from a zip file matching your current dolphin version.

Have the fault found. Did the member.php downloaded from the upgrade 7.1.3 and all is well again.

Now I have a new problem, my rms server is apparently no longer I can turn no more video chat. Something with the flash seems to be wrong I guess.

Some of those flash apps don't require RMS.

First thing I would do would be to check and make sure your RMS server is running.  If it is running, then check your domains listed in the RMS server.  If all is correct there, then check the settings again in Dolphin.
