How can a limited number of users be given the ability to create events, other than checking 'events add' action in Membership Levels (i.e., Admin -> Settings - > Membership Levels -> Actions of Membership Level)?

Can't seem to find any other way to do this (e.g., access control groups). Don't want to create new membership levels so a 2-3 members can create events on the site.
