Fatal error: Call to a member function getRow() on

I have tried a clean install of 7.3.0 which does work, but as soon as I upgrade I get the same error.  I have tried a clean 7.3.2 which also gives the same error.  I have read posts  suggesting it is an issue when creating the database, but it is happening every single time.  Again, 7.3.0 works fine.  I cannot launch my community on software out of date, so really need to get the latest version working.
