Files defect. Open ticket?

Problem: Guests can view file names  but there is no option to download. (Guests/visitors can’t see the “actions” menu)

Even though the following actions were taken.

1.       Uploaded file and selected option “download > public.”

2.       In the admin panel > settings > membership level > non-member , enabled files download

3.       In admin panel > page blocks > view file > “actions block”  - visible for – checked both boxex – guest and member.

Am I missing somthing or is there a defect which needs to be resolved?
