Got a problem.....

I just installed 6.1.4 and I can sign into the admin area but i can get into the members areas. I cant get in from the cp nor can I get in from the index.php. It continually tells me that i do not have permission. I have installed this several times and continue to get the same result. Any input would be greatly appreciated.

LOL..... Well when i got to the entry page it says: Forbidden You don't have permission to access /base/index.php on this server. I installed dolphin in a folder called base. What i was refering to when talking about the controlpanel was attempting to add a member from there as well. I got the same error page when I clicked on that option as well. Anything on the user side gives me that page.
