Guests on the Forum

Is it possible to allow Guests to not only view the Forum, but post comments?

(This has been asked before and nobody has been able to correctly come up with an answer)

I did what you said, cleared Dolphin's cache (All) and even cleared all of my cookies/cache from my browser. I still get the message " Access denied. You must have special permissions to access this area or you are not logged in. "

Any idea as to what I can try next?
