H1 Tag

I am having an issue with the sizing of the H1 tag in the html page block. When I add the tag all looks good until I view the page on the net. The tag seems to be size 14 in comparison to the H2 tag which displays much larger. I edited the css for the template but it made no difference. Any ideas?
