HTML in comments

I have Dolphin 6.1

where do I find this  line:

$ret .= process_smiles(process_text_withlinks_output($comment_arr['Text']));

I need to replace it with the html comments in profile code but I dont know what file to edit

can you help please.

I believe this would be dolphin 6.0.
I tried applying CSS and HTML to my 6.1 version but couldn't find that one code you're looking for however it's located in the 6.0 version.

Please do let me know if you come to a solution for it :)
