Help promo block issue

I'm having a problem, I tested some text ads that showed.  However, I deleted the test ads but now my promo block is dipslaying about 25px laower than it should (the text ad height).  Is there a place where I can go fix the the promo block H-axis?

Clear out your cache.  The ads are no longer there but the pages are resolving as if they are, hence the promo is to low now.

I cleared the cache, cleared the explorer cache, and tested again.  The first picture in rotation after refresh displays correctly.  However the cycle afterewards pushes the block down, any other suggestions?

There is no error given, its just the promo block is lower than it should be.

Here are the two differnet pictures.  The top is what the promo block looks like upon page load.  After about .5 seconds it will shift and cycle as shown in the second block.  Again this started happening after I was playing with text adds.  I do not have any adds in my system current and cleared all cache, both in admin and manually and tested on firefox, ie, and safari and it displays the same.  It seems like something is loading after the page starts that shifts the block down because you can see the shift after you refresh the page.

 

 edit: and i also tried to delete the images and reupload some to the same effect.  Only the promo block images are sifting down.  do you think changing the z-index would help?
