Terms etc., are Language Keys which can be a pain in the butt. You can certainly use yet another third party module, but considering how little you're likely to use it, a little hard work now can get you started for nix.
First off, use Wordpad (preferred) or Word and prepare your text. You can copy and paste the current terms and modify them, but all formatting will be lost. Type away, using bold, Italics, numbering etc. and save your file as an RTF document. Wordpad is best because it does this automatically, plus it has limited formatting which HTML can handle.
Save the file
Now go to Admin/Settings/language settings and enter "Terms". About a dozen choices will appear. You want these: Terms _of_Use (Text) Terms_of_Use_H (Heading) Terms_of_Use_H1 (Heading 1)
Choose the one you want to play with and hit Edit.
The headings can be changed on the spot. Only change stuff in the second box. Don't alter the Key Name.
Text is more complicated:
Open another browser tab and go to this online converter:
http://www.convertfiles.com/convert/document/RTF-to-HTML.html
Upload your file, choose HTML from the Output Format box and click Convert. Wait until the conversion is finished.
Either open the resulting output file or download it. I just opened it.
Copy the mumbo jumbo and go back to the Terms Language Key. Delete the original text and paste in the new stuff. Save the key.
Note: The converter may have a file size limit and it may be necessary to do a big file in stages. I tested the first three paragraphs of the original terms and the output was perfect.
