How do I make upload photo mandatory and description mandatory?

I would like to make upload photo mandatory and description mandatory. I find that description can be bypassed when members join site, but forces the admin to complete information ,even when rejection of profile.

I had even take time to set number of characters required in admin panel, however it just makes the admins work more difficult when members fail to complete description. I don't know why the system lets member join without completion of required elements>

Any IDEAS?

If you have it set as a required field in admin > fields builder, the join for shouldn't validate when submitted. 

It has been my experience, that if people don't want to fill out the description, they will just type a bunch of jibberish into the description field.... there are just some things you can't force people to do.
