How to Create a HTML block '

How do i create a html block so that every customer can add a badge to their homepage

I dont know of a way to add a HTML block to everyone's profile that would allow them to edit/paste badge codes in there and not sure if can be done. However this person is offering a badge Module if you wanna take a look. BTW, I dont own it and dont know this person:
