How to display feedback form?

OK - slightly dumb question.  For the last few betas Dolphin does not display an empty block on the homepage - or any page I think.  For example, the "blog" block will not display until someone makes a blog post.  I have put a feedback form on my homepage but it won't display - is that also because it has no data?  How do I get data in there?

Could someone here do me a favor and try this.  Just put the feedback form block on your main page and let me know if it displays.  I just tried it on a different install and it doesn't display.  It seems I tried it on an earlier beta, and it displayed the results for the feedback form - not the form itself, which makes no sense.  Maybe I am missing something obvious here.  How do I get data in there so it displays the first time?  I don't have to go into the database to do this do I?  or maybe something is wrong with my install.  Does anyone have this working?

OK, I'm sorry, I still don't get it - and nothing seems to have changed in D7B7.  Maybe I am missing something obvious.  How do you get the feedback form to display on the home page if there is no content?
