My Account > Profile > Language

I think you need to be logged in under chat admin, then you should find it in the Chat Administration.

Yes - you must be logged into the Chat Server with an Administrative account. Then go to the Layout section in the Administration part of the Chat server. Here you can change the info you are referring to. Then go to the General Section and here you can change the name of the "chat" site - what you see on the browser tab.
