If no notifications, show text / placeholder

If there are no notifications in the spy member menu item, we like to show a quote ("The most important thing in communication is hearing what isn't said") as sort of placeholder. If there are notifications the "placeholder" isn't activated.

It needs to be something like this:
If notifications 0, show quote.
If notifications 1 or more, show notifications.

Does someone knows a way to achieve this? 

Would that not be confusing to your members? I would think notifications needs to be displayed at all times so that Members can access the settings to choose what notifications they want to receive. If you are replacing it with quotes at 'no notifications' stage then you're surely 'hiding' the entire block which hides those settings. 

We don't want to hide anything. Only want to make it look better for new users that have no notifications.
So if a member joins and has no notifications, he sees that quote instead of an empty section.

Normally each notification is placed in the div classes:
spy_events_wrapper bx-def-margin-sec-top spy_events_wrapper_menu_member

If there are 0 of that we like to show that quote. The actions to set settings or see all notifications are still visible then.
