Try turning off caching in admin->settings->advanced settings -> templates. Expecially image caching which is not compatable with ie7. See if there is any improvement with all the caching turned off.

The caching system is broken on one of my sistes. I can't turn on html caching at all, or the whole site becomes messed up.

Using cpanal, delete the contents of cache, cache_public and tmp folders on server except for any .htaccess files that might be in them. Leave the cache options turned off in admin.
