Is it possible to send e-mails to users that haven't logged in recently? (on my website)

You cannot chat (in A/V Chat, A/V Messenger, Simple Messenger) with not logged in member.

I didn't understand that last bit - going back to internal mail. Is that a module that I need to buy/download?
