Is this normal in Forum

I see the following when I go to Forum;

 

[L[New Topic]]   [L[Permalink]]   [L[RSS feed]]

This is not normal, how do I correct this please?

I removed all the blocks for Forum from the Navigation Menu, so no way for me to get to it. Anyway I reinstalled it.

Why does it do that when you remove Forum like that?

when you remove the forum module, you remove the database entries for the forum lang keys. when you reinstall or modify, the lang keys need to be regenerated.

So now I reinstalled Froum, and what I have done in the Navigation Menu Forum block I unchecked for it to display. So no display = no access to forum for my members, is this the best way to not allow Forum and other such modules to be accessed by member if I chose for them not to have it? Or is there a better way? Via membership?

you are supposed to control access level from the membership settings. setting the forum to display=no does not set an access level.
