JS Functions stopped working!?

This is interesting... All of a sudden no JS is working on my site. The modal that comes up when a user clicks the login button is gone. The always on top admin bar at the bottom that lets me get to the admin area is gone. If I go there manually (/administration) any part of the backend interface that requires javascript to function stops working. Which means that everything is basically useless. 

I ran console in Chrome developer tools and found that all the JS files are returning 403 forbidden errors. This is just straight out of the blue and pretty bizarre. 

Now, I was doing some work on the site today and, through the forums, I was advised to disable the caching of files in the advanced settings and manually clear files from /cache and /cache_public. Sometime after I did this (and I don't even know its connected to the problem) all this began. I only mention it because there is an option to enable JS Cache and JS Compression, both of which I unchecked. After discovering the problem, I went to see if I could change this back but of course this is one of the interface elements that has stopped working now. So I went to the Database and changed those values to "on" manually. No effect.

Any ideas? This is driving me crazy!
