Layout missing with initial site view... but okay on refresh

The layout info does not load until page is refreshed.  This is consistent across browsers.  I load the page and the layout formatting is missing (e.g. menu is in simple HTML list format).  When I refresh the page or click on a link to another page, the correct formatting occurs.  Almost as if the layout info is so slow to load that it's missed in the first page load but not subsequent ones.  If I close the browser and reopen it... then reload any site page, same issue happens on initial loading.

After being hacked a few days ago (through the caching system), I switched the permissions on *all* the "777" folders I could find to be "755".  Now I'm wondering whether I switched too many of them.  I really don't want to broadcast to the public what folder needs to be switched back (if that's the only solution)... so please PM me if that's the only solution.  If I need only adjust the cache settings for certain layout files... please tell me which ones and how... thank you :-)

For those thinking it, I did empty the cache for the site and the individual browsers... didn't fix it.

Regarding the 'hacking' case... I did submit a ticket to BoonEx Support after gathering info with the help of my hosting company.

TIA

UPDATE:

I was able to 'fix' the problem by turning off "Enable compression for JS/CSS files"... leaving caching turned on.

Either "Enable compression for JS/CSS files" or "Enable cache for CSS files" had to be turned off (or both)... in order for the layout to load correctly.  Any idea what might have happened?

BTW, running without compression does not appear to slow the page loading down... that I can notice.  I'm guessing most of the JS files are already compressed.

This JS Compression issue is quite common. I have not been able to narrow down the cause, but as it does not happen on all servers i am guessing it is a server issue. Missing support for something. Not entirely sure of the reason.
