I am not sure if there is a mod to do this, i havent seen one. You won't be able to upload straight into that folder though. When you upload music it is done so within a users profile, you add description of the song etc which will be entered into the database. If you just copy the files there, there won't be anything in the database to reference them to.
If you are doing this to get a large number of users, i'd be careful about what music you personally uplod as the owner of the site, i'm sure you need some sort of license to share music of a commercial nature ;)
Otherwise i guess in your terms and conditions you cover yourself there with regards to what other members do.
